List the built-in plays, publish your own and call them from code.

## Four routes.

- **GET**: /api/v1/plays: name, description, kind, category
- **GET**: /api/v1/plays/{name}

- **POST**: /api/v1/plays: publish your own
- **DELETE**: /api/v1/plays/{name}
